This is a circa 1901 creation by Walker & Hall, a prestigious firm that was a supplier to the British Royal Family.
It is a brush with long animal hair (horsehair?) on a pure silver handle.
The base is hard and the pure silver part is beautifully decorated.
I think this is a hat brush for cleaning hats, but it seems like it could also be used to clean around your desk, etc.
